Cuffy Meigs is the Director of Unification for the railroad business. Cuffy amasses a large amount of influence in Washington rising finally to a position of great power. Later in the Book Cuffy Meigs seizes control of Project X. After Dr. Robert Stadler and Meigs fight in the Project X facility, both of them end up dying as Meigs accidentally launches Project X.
